Is JPJ Setting An Age Limit For License Renewals? Here's What MIROS & Police Said
![]()
Picture this: Your 70-something-year-old parent still insists on driving themselves to the market every morning. You worry about their eyesight and reaction times, but you also know that taking away their keys feels like stripping away their freedom.
You're not alone. As Malaysia moves closer to becoming an aged nation, the debate over driving competency for senior citizens has reached a boiling point.
While rumors often claim that the Road Transport Department (JPJ) is preparing blanket bans or hard age limits for license renewals, recent reporting by The Star paints a very different picture. Official statements from the Malaysian Institute of Road Safety Research (MIROS) and Bukit Aman Traffic Investigation and Enforcement Department (JSPT) reveal a much more balanced, and compassionate, approach.
From routine medical check-ups to hidden medication side effects, here’s what road safety experts and traffic police are actually planning for elderly motorists in Malaysia.
1. MIROS Advocates For "Health Checks, Not Age Bans"

Addressing long-standing public calls to restrict older drivers, MIROS Chairman Professor Dr Wong Shaw Voon emphasized that a person’s ability to operate a vehicle depends on their physical and mental fitness, not the number on their IC.
Instead of abrupt, mandatory age limits, Dr Wong suggested that doctors play a proactive role during everyday clinic visits.
"Such medical examinations need not be compulsory but should be part of the check-up when a person goes for it at any time for any purpose. If a doctor discovers a health condition which is a red flag for driving competency, the doctor can advise the patient of their condition and what they can do."

By encouraging doctor-patient conversations, such as identifying deteriorating eyesight or cognitive slowdown, drivers can gradually self-regulate, reducing long trips or highway driving on their own terms rather than facing an emotionally painful sudden ban.
2. The Hidden Danger: Everyday Drowsy Medications
Another major road hazard brought up by MIROS isn't just aging, it's medication side effects. Dr. Wong warned that drugs causing drowsiness or slow reaction times pose a serious risk to motorists.

"While most doctors do inform their patients of these side effects, there are many who may not, and this can prove to be a hazard, especially when their patients drive," he noted, urging for better doctor-patient communication.
3. What Senior Drivers Have To Say About Freedom & Safety
The debate hits close to home for senior citizens across Malaysia, who remain divided on how fitness assessments should be handled. In interviews with The Star, local retirees shared contrasting perspectives on driving in their golden years:
- Ahmad Hassan, 74 (Shah Alam): Acknowledges that aging naturally slows reaction times. He voluntarily self-regulates by sticking to short trips for groceries or banking and avoiding highways. However, he noted that he wouldn't mind health or eyesight checks if it ensures safety for everyone.
- Lim Kian Huat, 71: Argues that mandatory reassessments based strictly on age are unfair for those who remain active and fit. He stresses that driving restrictions must account for public transport accessibility in individual residential neighborhoods before stripping retirees of their mobility.
Understanding these concerns, MIROS emphasized that driving provides senior citizens with a vital sense of independence during retirement. The agency noted that any future policy changes must be handled gradually and delicately to avoid demoralizing elderly motorists or hurting their emotional well-being.
4. Bukit Aman: Any Policy Must Be Backed By Data
Clearing up confusion over immediate enforcement, Bukit Aman JSPT Director Comm Datuk Seri Muhammed Hasbullah Ali confirmed that no formal policy decision has been made to introduce mandatory cognitive or health screenings for elderly drivers renewing their licenses.
He stated that while road safety is paramount, any potential future proposal must undergo rigorous evaluation involving:
- Comprehensive analysis of accident statistics.
- Empirical scientific evidence regarding driver fitness.
- Multi-agency feedback from the Transport Ministry, JPJ and others.
The police emphasized that any future framework must be non-discriminatory and strictly focus on an individual's actual ability to drive safely.
